MHVs pre-budget submission outlines targeted and implementable initiatives across three core pillars — System Stabilisation, Workforce, and Reform Enablers — designed to address foundational challenges and maximise opportunities for improved outcomes and equity across Victoria’s mental health and wellbeing system.

Each recommendation has been rigorously tested against investment principles that prioritise responsible, efficient, and evidence-informed spending.

The initiatives collectively support Government to progress reform, strengthen system coherence, reduce downstream cost pressures, and improve cross-sector collaboration,  while also responding to new and emerging challenges.
